When I do "Test connection" in the setup dialogue for VCS it tells me connection is good. But when I go to edit a file I'm prompted with the "read only flag" dialogue and this:
Can I not enable it?

What do you have File | Settings | Version Control | Directory Mappings?
Are you trying to edit a file that is under a directory listed in Directory Mappings?
Also there is a user-guide section on how to clear read-only flag:

Thank you for bringing that up, I actually found my issue!
In "File | Settings | Version Control | Directory Mappings", I had a subfolder set as Perforce, when I should have actually had the parent folder set.
