Error when trying to compile C# code on Rider

I haven't been able to find any solutions for this (As Rider seems relatively new). I keep getting this error on Rider 2017.1 when I try to compile/build c# code:

Microsoft.CSharp.Core.targets(85, 5):[MSB6006] "csc.exe" exited with code 1

Microsoft.CSharp.Core.targets(71, ):[MSB6006] "csc.exe" exited with code 532462766

I've been trying to fix it all day installing .Net Frameworks, Mono, and even Visual Studio Express. I also can't find the csc.exe file location in the framework folders to try and run the c# code through command line and try to replicate the error

Hi! Does a project from Rider template compile fine for you? Does your solution build fine in VS?
So is this problem of the particular solution or environment?

You may try to switch the Toolset in Rider settings.

No. The first thing I did before writing any code was to try and build it. I opened a console application template, and it gives those errors when I try to build or run. I opened a .NET core template and that one seems to be working now, but the .NET template gives those errors. I'm not exactly sure what the difference between .NET and .NET core is, so if both do similar functions then it'll do.

I'm trying to scrap data from a webpage, which I think should work with the one I'm using right now.

I believe it's the environment, because if I open any new solutions it gives the same error(s).
