Unable to change file properties in .NET Core Solution

Hello,

I have looked around for a solution but I did not find one.

I am unable to change file properties in my .NET Core solutions. It works in my normal .NET solutions, there I can set things like "Copy Always" or "Copy if Newer".

But in my .NET Core projects there is no way to change the setting. I can see the setting but there is no drop down option to change it. Am I missing something or is this a bug in Rider?

For clarification, I have tried this on both .NET Core 1.1 solutions and .NET Core 2.0 solutions and I get the same behavior.
