How to display tooltip from hoverover while Rider is not in focus?
How to display tooltip from hover over while Rider window is not in focus? VS Code has this functionality by default.

What is your intended use? To make screenshots a lot of tools support delayed capture. That is they take a screenshot after eg 5 seconds. That would be sufficient to show the tooltip.

I also would like to ask about your scenario. I'm not sure we have plans for such feature for now.
