Rider "Move Instance Method" dialog does not appear

Rider's Move Instance Method dialog window does not appear after following these instructions, Jetbrains. 

I select the desired instance method via the Structure window, Press <ctrl>+<shift>+<R>, and select Move Instance Method.

The Move Instance Method is supposed to appear, but it doesn't.
