How to show the Open button as the first button on the toolbar?

How to show the Open button as the first button on the toolbar? 
I am unable to drag it to before the left arrow. It's showing on the right side. I want on the far left as the first option in the toolbar.
This used to work in the classic toolbar. Also it would be nice if I make this action on the toolbar itself.
