Breakpoints, when triggered, freeze Unity for half a second, then continue as if never hit
This happens in Unity 2022.3.42f1.
Fairly large project.

I have reproduced the issue and uploaded the logs after collecting logs after doing Choose Trace Scenarios on `Debugger` and `Unity`. This reproduction scenario triggers the issue multiple times.
I can usually avoid the issue by restarting Unity and/or Rider. It also helps to go to Preferences in Unity and `Regenerate project files`.

It's a productivity drain of having to restart Unity/Rider from time to time when this happens. Seems to happen more frequently if I enter debugging mode while Unity is currently playing.
