Settings between ides are not syncing
I configured a rider install from scratch. I've tweaked settings everywhere, installed plugins, configured them, etc.. I then exported my settings just incase and then enabled backup and sync and then pushed my local settings to the account.
However, I opened phpstorm (with existing settings already), enabled backup and sync, pulled settings from account. But this did not update all my settings. Some stuff has been carried across (like keymaps), but then changes such as zoom levels, font sizes, fonts, themes and plugins have not.
What can I do?

If you encounter problems with settings being partially synchronized via Settings Sync/Backup and Sync, please share the
settingsSyncfolder from the configuration directory of the receiving IDE along with its IDE logs (Help | Collect Logs and Diagnostic Data). You can share them via the JetBrains Uploads service and provide me with the ID you receive.
