Isn't there ‘OFF’ widget in the right-top corner of editor?
Does toggling it to “All Problems” help?

the issue was comming from a specflow plugin…
I had the same problem. SpecFlow was automatically disabled, but the highlighting only worked again after I uninstalled SpecFlow.

SpecFlow plugin itself is not being developed anymore.
There's a successor plugin called "Reqnroll for Rider". It's based on SpecFlow and has an up-to-date Rider plugin. You might find the following thread informative:
