Rider works normally only after the third launch.

I have a problem. I would appreciate any help.
I use UnityEngine. And usually, I don't even turn on the engine; I just launch the rider project. But I always have this problem: when I launch the project for the first time, the analyzer simply doesn't work—absolutely nothing helps. The indexer also doesn't scan all the files—I can't find them using search. After that, I always turn it off completely and hit "Run" again—it simply doesn't launch. Only on the third try does it work properly. What I've tried:
- Invalidate cache
- Run as administrator
- Add everything to Windows Defender exceptions
