Cannot buy a license due to legal restrictions

Thank you for sharing the license ID. I was able to find your account and see that it has been restricted due to your email address with the domain @bsu.by which belongs to a Belarusian State University (BSU), located in Minsk, Belarus.

Please note that, in compliance with EU regulations, certain JetBrains products, including our IDEs, Code With Me, Upsource, TeamCity, and Space on-premise, fall into the category of mass-market encryption items. As a consequence, the export of such items, including re-transfers to the Russian Federation or Belarus, is prohibited. Additionally, the provision of project management solutions (such as YouTrack), IT consulting services, and technical support is also prohibited.

As a reminder, JetBrains suspended sales in the Russian Federation and Belarus in 2022. Furthermore, as a consequence of these regulations, JetBrains cannot provide direct or indirect support to any organization or government body within the Russian Federation or Belarus, nor can its products using mass-market encryption or project management tools be re-transferred for usage within the Russian Federation or Belarus without proper authorization or exemption from such regulations.
