Cant run console app or debug it with local environment

i try to run the console app with Rider but failed.
it works in Visual STUDIO

Could you please check if the checkbox selected in "Run | Edit configurations| <Your configuration>| Use external console".
If the problem is reproduced with this setting, it would be great to get an example project.
