shift+command+R locks the keyboard?

I was trying to set a keyboard shortcut to shift+command+R, and not only did it not work it actually locks out the keyboard entirely until I click the mouse somewhere. Not even the escape key fixes the issue, the keyboard is just totally dead.
I removed the shortcut and then realized that this seems to be the default behaviour for shift+command+R even without any shortcuts bound to that key combination.
Does anyone know what's up with this? Is it activating some kind of secret command mode? Or maybe this is the fault of some plugin?
Version: Rider 2018.1.2, JRE 1.8.0_152
System: macOS High Sierra (10.13.5)

Which version of Rider do you use? How often this bug appears? Is it reproducible on the last Rider version?
It seems that this is a known issue.
