Cannot Resolve Any Symbols

.NET Core Version: 2.1.4
Rider Version: 2018.1
Windows 10
I tried restarting/rebuilding/invalidating caches. The strange thing is, navigating to symbols still works. But all the symbols are red and are marked with the warning "Cannot resolve symbol X"
How can I fix this?

Is there any error messages in the event log? Please try the latest bugfix Rider version (2018.1.2) and check that Rider has detected .NET Core MSBuild (Use MSBuild version field in "File | Settings | Build, Execution, Deployment | Toolset and Build").
I'm having a similar problem, after a dotnet core upgrade from 3.0.0preview6 to 3.0.0preview7 (on Ubuntu).
Here's the Toolset I have selected:
And dotnet runs fine from the command line:

What is your version of Rider? Have you tried the latest EAP? Are there any error messages in the event log?

Oddly, it's working now. I didn't make any changes that I know of, but it can find all the packages. When the problem was happening, I didn't see any error messages in the event log. Maybe a reboot helped?
By the way, my version is:

Maybe a reboot helped (or maybe it's a kind of mono magic :) ). Please, let us know if this happens again.

could you please try to upgrade Rider to the latest 2019.2.2, reboot and check again?
