TFS - Download Shelf Sets from Server

Using the Jetbrains TFS plugin. However, this plugin does not seem to support downloading shelf sets from the TFS server.
I have managed to create a local shelf set within rider and that has seemed to bring up the "Shelf" tab on the version control window but it does not seem to be able to see server shelf sets. The whole point of shelf sets is to safely save code to the server!

Unfortunately, JetBrains TFS plugin doesn't support Shelf sets at the moment. Here is the feature request: https://youtrack.jetbrains.com/issue/IDEA-65883. The bundled Visual Studio Team Services plugin can only create a local shelve, as far as I can see: https://github.com/Microsoft/azure-devops-intellij/issues/116
