Add Git Fetch/Pull to VCS Operations

I use Git with a feature branch driven workflow. For that I would love to be able to access Git Fetch from the VCS Operations Pop-up.

This would enable the VCS Operations Pop-up to be my single entry point for all VCS actions.

1. Create Feature Branch through Issue Tracker
2. Switch to Rider
3. VCS Operations -> Git Fetch
4. VCS Operations -> Branches -> Search for Issue Number -> Checkout as local branch
