Does Rider support Application Insights like Visual studio ( docs.microsoft.com/en-us/azure/azure-monitor/app/visual-studio ) ?

If not, are there any plans for it?

No, Rider doesn't support Azure Application Insights. Please upvote the corresponding feature request and watch it for updates: https://youtrack.jetbrains.com/issue/RIDER-24470
