When navigating to some code in a Windows Forms class, and the Windows Forms class is not open yet, the form is opened with the Design view active by default.
By default the Code view should be open when navigating to code.

This is not possible yet, but we have a feature-request. Please, upvote this issue: RIDER-30504.
