Feature suggestion: Warn when renaming items marked with [PublicAPI] annotation.

It would be great for code maintenance to make a warning when doing a rename on an item marked with the [PublicAPI] attribute to avoid breaking backwards compatibility. Perhaps a suggestion to create a new item and mark the old as [Obsolete] would be fantastic. And even more fantastic would be to have that old one automatically call the new one!
