C# projects fail to load when there is a Directory.Build.props that redirects paths

I haven't gotten a response from support in a month and a half on an older ticket I filed for this bug, so hoping that a post here can bring attention to this.
Opening an sln file in Rider will result in csproj files failing to load if there is a Directory.build.props file that redirects output paths (BaseOutputPath and BaseIntermediateOutputPath).
