Win10: The last several version of Rider, trying to update or disable a plugin results in Rider getting locked up at "Unloading Plugin <Plugin Name>"

As mentioned, the last several version of Rider (feels like at least the last 8 months or a year?), trying to update a plugin or disable a plugin results in Rider getting locked up at "Unloading Plugin <Plugin Name>". Then I have to force Rider closed via Task Manager and reopen it. The plugin will still not have unloaded. The only way I can unload a plugin is to open the Plugins menu from the main Rider intro screen before the actual IDE loads and disable all plugins at once and restart it and then reselect the ones I want minus the one I wanted to disable.

Hi! 

The described situation looks similar to an old issue. Could you please try first to completely remove all Rider instances and install the last one again?
