C# XML Documentation not line wrapping?

My Rider IDE C# config seems to be in a strange place where hard line wrapping is working correctly, with the exception of XML Documentation which seems to completely ignore the hard wrap limit. Has anyone else run into this have a recommendation on how to fix. I haven't been able to solve it with an hour of digging through the Settings.
