I have the same issue.
Currently the Windows Forms builder only works for C# projects. https://www.jetbrains.com/help/rider/Working_with_Windows_Forms.html

Regrettably, Rider's WinForms designer works only with C# projects, that's true. Please feel free to upvote this feature request for VB.NET forms support.
