Full height left side bar

I cannot get the left pane to go full height. I want it to take up the whole left pane and not be cut off by the bottom windows.
This is what I have, look a the red boxes.

How can I do that, it doesn't seem possible

If you pick "Undock" it seems to do that (bring it to the front over top of "docked" windows) but it's basically "unpinned" so if you want it to stay visible that's probably not enough. (I'm not quite sure what the meaning of "docked" is here since it's still "docked" when the view mode is undock).
You could enable Widescreen tool window layout option under Settings/Preferences | Appearance & Behavior | Appearance.
