UTF-8 decoded error and rider modified the file

What is your OS? Could you please check the settings of Project/Global encoding in File | Settings | Editor | File Encodings and change it if necessary?

It is windows. Encoding is already set as system default windows-1252.

I'll try to reproduce it. Unfortunately, I had no luck in reproducing on simple case.

Do I understand correctly that you get that file from VCS?

Would you mind trying to checkout to the earlier version and check if the issue persists?
