MSBuild.exe - Assert failure (mscorlib recursive resource lookup bug)

Recently I have started getting an error when starting some of my projects in Rider, specifically 2 projects. These projects have opened just fine previously (it's been maybe 2-3 months since I opened them last). Other projects are working fine. No matter if I click "Abort" or "Ignore" on the message, it just appears again in 5 seconds and I'm not even able to browse the code. Both of the projects failing are .NET Framework 4.7.2 projects. Does anyone have any idea what could be causing this?

EDIT: I just tried creating a brand new :NET Framework 4.7.2 project and the same error occured there.
