Don't you have Settyncs Sync enabled? So it could be a known issue. As a workaround, please go to Editor → Color Settings, and select a theme you want. A pop-up will appear, proposing to change the global theme too. Please let me know if this helps. Thanks!
Could you please tell me, what Rider version do you use? Are you able to disable the `Sync with OS` setting in `File | Settings | Appearance & Behavior | Appearance`? What do you have under the gear next to `Sync with OS`? Please add your screenshot.
I am getting this issue and I have never used PHPStorm (in my case 23.2) on Windows, or enabled Settings Sync, so the linked issue doesn't seem to be relevant in my case. I can confirm that the workaround suggested does work.

The list is grayed out and it only lets me pick per os theme. The os theme is wrong (I'm using dark and it it is configured to use light)

What is your Rider version? Could you please try to temporarily disable custom plugins in File | Settings | Plugins? Thanks.
I downloaded it from the website so 2021 I think. I disabled all and nothing changed.
