Transfer installed plugins and their settings to a new computer. (old OS isn't runnable, but I have the drive it was installed on) Follow
My OS drive had trouble, so I have a new drive with Windows installed, and I would like to put the plugins I had and the settings for those plugins on my new install of Rider. I have the old drive and I can copy files, but I tried to copy all of my old install to where I had installed the same current version of Rider:
F:\Users\jmorton\AppData\Local\JetBrains\Toolbox\apps\Rider\ch-1\ to C:\Users\jmorton\AppData\Local\JetBrains\Toolbox\apps\Rider\ch-0\
This didn't work, and starting up Rider shows only the bundled plugins.

It is probably best to install the plugins one by one through the UI instead of trying to fiddle around with files.
For preventing of loosing my settings I sync my settings. You can do this to your JetBrains account (probably the most convenient) or a git repository. When done, you connect your new installation and all settings including plugins get restored.

Indeed, IDE Settings sync plugin does sync plugins, settings repository does not.

Can I start the old install from this new OS install, in order to save off settings, or do I have to just use the files to get them?
What do you mean with can I start the install from the old OS? Do you mean you have saved the installer somewhere and want to run it from the old drive? Totally OK. Copying the files from the installation directory over and trying to use those is something I'd argue against as it would omit registry entries and OS integration for example.
To ease installation, have a look at Jetbrains Toolbox. It's easy to install all your tools and keeps them updated if you like it to
