I've figured it out. What happens is that Rider won't open the same file twice, it will instead forcefully change the active tab (even if it's a different split view).This is quite a jarring change...

“Select Opened File” is broken in Unity projects at the moment. It looks like it's trying to open up the Assembly section on the left hand pane, which is empty and incorrect
