You can use Alt+Shift+Up/Down for that when using the standard mapping. In Settings -> Keymap you can change or add another shortcut for that.

You can save settings on a per project level (even commit them to VCS), so you can have different. Never done that with file layout though.

You can configure this using `Preferences | Editor | Code Style | C# -> File Layout`. This can be used within a code cleanup task.

Also, in the toolbox you can provide a custom path where to install the tools in settings.

Do you try to install from the toolbox? If so, did you tried to use the stand alone installers?
