So, just a workaround for the sake of it: I have been getting around this by maintaining a set of File Templates that I build as I need them.  I usually build them using ReSharper in Visual Studio ...

Just an update for anyone who finds this. My error matches this newer issue: https://youtrack.jetbrains.com/issue/RIDER-66849 A re-download and a re-install has fixed the issue.  Not sure how I end...
