Yes, it looked like this <s:Boolean x:Key="/Default/CodeInspection/Highlighting/IdentifierHighlightingEnabled/@EntryValue">False</s:Boolean>

Figured it out, the project had `IdentifierHighlightingEnabled` set to False in the DotSettings.user file.
