Bower packages on ASP.NET Core project

Admittedly, I haven't kept up with the changes in Core projects, but I opened an older one in Rider, and it doesn't restore Bower packages (Bootstrap and such) into the folder specified in .bowerrc as Visual Studio does. What's the right way to handle this?
