I'm experiencing the same problem with the latest version of Visual Studio (15.5.3) and ReSharper (2017.3.1). I can temporarily fix the issue by either clearing ReSharper's cache or Suspending and then Resuming ReSharper, but the problem comes back when I restart Visual Studio or my computer.

Same issue here for ViewData and @addTagHelper in _ViewImports file.
