Where are the Rider icons located in the Files?

Would you mind telling me what is your interest? Icons are cooked and packed in binaries. There is no easy way to extract them.

If you want to replace the icons, it can only be done installing different themes. You can develop your one, which requires setting up a development environment.

You can find the icons JetBrains uses on the jetbrains.design resource.
