How to show which function I am in at the top of the editor ?

In VSCode you can see at line 216 the function name we are in

Is there a way to do this in Rider ?

Yes, we provide a similar feature, called Sticky lines. It maintains the visibility of parent elements as you scroll through the file, like below:
