Multiple windows toolbar configuration shared ?!

I routinely have multiple windows (multiple solutions) open in Rider. I notice that if I arrange the tool windows in one instance, and then click the other instance, the tool windows snap to the same settings I set in instance one. Is there a setting to allow separate configurations, or is this a limitation of a single “core” app? It is a bit frustrating. Here is a video of the issue:

Regarding this requirement, it can be achieved via Wndow menu | Layout Settings | Use Unique Layout for Every Project:
