Rider - If the next line to be executed has a yellow breakpoint (Suspend execution checkbox turned off), then Step Over (F10) will not actually step over. Instead execution will just resume.

Regarding this issue, I have tested with console app and it works fine. To help isolate the issue, could you please provide the following issue:

• If possible, share a minimal project or code snippet that can reproduce the issue. 
• Collect full bunlde Rider logs:

1. Go to Help | Diagnostic tools | Choose Trace Scenarios;
2. Enable the trace scenario for Debugger;
3. Reproduce the issue;
4. Collect the full log bundle via Help | Collect Logs and Diagnostic Data;
5. Disable the trace scenarios enabled;

You can upload them to the Upload Service and share the Upload ID.
