Start new IDE instance from windows task bar

Hi,
I'm used to start new instances of my applications by right click the application icon in the windows task bar and choose the default program start icon. With rider, the option is here but when I click the icon, simply nothing happens.
Is this by design or a bug?

IDEA does not allow to run proper multi-instance at the current moment, as it is described there: IDEABKL-5934, but you can open different projects in the same instance, you can also start them from Task bar as well. But right now you might face the following known issue that should be fixed in the nearest release: IDEA-258490. Let me know if you have other questions.
