Reformat code functionality has two different keymap combinations?

I have my keymap set to Resharper and I am synchronized with Resharper. In Rider, ctrl-alt-F brings up the reformat option window. I hit OK and nothing changes in my code. I open the same file in VS and hit ctrl-alt-F and Resharper reformats the code. After a few days, I dig deeper into this issue and decide to file a support issue. Then I found out that in Rider, code reformat is actually done using ctrl-alt-L and not ctrl-alt-F which brings up a reformat scope window but doesn't actually reformat. This is confusing and actually annoying. Why doesn't it work like Resharper!? Just a single keyboard shortcut for both the code reformat scope and the actual reformatting?
