Navigate -> Go to File has started to pick up files in packages folder - can it be excluded?

The Rider 2021.1 release seems to change how Navigate -> Go to File works (ctrl+shift+n for me), as it's now picking up files in the packages folder that it didn't seem to do before.

Is there a way to exclude folders, especially folders that aren't visible in the solution like the packages folder? I've tried show all and selecting Tools -> Stop index, but that doesn't seem to do anything. I've also tried to add packages as an exclude in the inspection settings. I've invalidated the cache after making those changes to see if that helps, but it still includes it.

I used to use ctrl+shift+n to quickly navigate to the web.config file, but now it's showing all the web.configs in the packages folder, and prioritises them so they appear first.
