Jetbrains.Resharper.host high cpu use?

I've noticed that the Jetbrains.Resharper.host has constant high cpu usage. The Dynamic Program Analysis icon is green with a tick and I am not doing anything in the IDE, yet the Jetbrains.Resharper.host cpu usage is always 11-13%. My computer specs are a Ryzen 2400g, 32gb ram running off a 1tb nvme drive. On another dev's pc using a 3rd gen ryzen, his Jetbrains.Resharper.host cpu usage is about 5% using the same .net solution.

I have found that Rider sometimes takes a long time to build/run and sometimes when debugging, the evaluation of variables can take over a second. This is very frustrating when trying to step through code.
