How to add Wpf and WinForms .settings file type?

Recently, Rider has added .settings file designer (which is a table-like editor), that is certainly great. But there seems to be no way to add such a file (it can not be created manually as empty file because it consists of several files and needs to be added to config and csproject).
For now only way is to open a project in Visual Studio and create such a file there, which is inconvenient, because it breaks the goal to "replace VS completely".
Maybe I missed some place where it can be added?
