Cursor Caret Type Changes From Between Charecters to Over Charecters

When I am coding I often select text. In Rider after doing so however my "caret" changes form | between two characters to █ override a character and not letting me type. I have to then hit insert so that I can actually continue doing anything otherwise what I type just disappears. I do not have the "Use block caret" setting enabled and I am not sure why this keeps happening. This problem exist in Rider but not in IntelliJ even though I copied my settings from IntelliJ into Rider. If there is some other setting that causes this please let me know so that I can disable it and properly code that would be great.
