CPU utilization low when not focused

So during builds I generally want to get the most out of my processor and be at 100% utilization to minimize build times. 

However, I've noticed my cpu utilization will dip to ~30% sometimes when I swap to a different window or swap virtual desktops. This is easily fixed if I swap back over to rider and focus the window, but that means I have to constantly monitor my CPU when multitasking.

Is there any way to prevent this from happening?

I would say it works like this by design. 

Could you please check your settings in File | Settings | Build, Execution, Deployment | Toolset and Build? How many processes in parallel could Rider use?

The CPU utilization that changes when you minimize/maximize the IDE window should not affect your build time. However, you can try to improve build time by selecting an optimized number of processes depending on your system environment.
