How to display a fixed toolbar in the new UI?
The toolbar disappeared in the new UI. It's where I customized it and placed my frequently menu options so I can just click once.
It's gone in the new UI and everything takes more than one click. I don't like this.
This is not a good UI if it seeks minimal UI at the expense of a good UX!
How can I place a toolbar under the menu menu?

You can add a separate toolbar under the main menu by using the option View | Appearance | Show Main Menu in Separate Toolbar. You can also find this option by right-clicking on the title bar.
I'm with the OP. The toolbar which used to be extremely useful and provide a lot of single click time saving utility is now replaced with a strip containing two arrows and two drop down menus and LOTS OF WASTED WHITE SPACE. What exactly is the point of all that blank space? It still takes screen real-estate but now provides no utility.
I typically use Visual Studio but wanted to give Rider a try since I heard JetBrains AI assistant now supports Claude (which is by far the best coding AI). But this new GUI is making me think twice.
Is there some way to get back the old toolbar with all the old toolbar buttons without having to spend a lot of time recreating the wheel that worked great for programmers for many years?

You can try switching to the old UI using Classic UI plugin. Please note, however, that this plugin will be deprecated at some point in the future.

Another thing you might want to try: Compact mode you can enable in Settings | Appearance & Behavior | Appearance. It reduces the white space area in UI.
