Rider stuck infinitely loading settings without opening them, with unrecoverable freeze if settings are opened via secondary menus
as described in the title it does not load the window and once the settings window is opened via secondary menus like the plugins window it results in a complete hang of the IDE regardless of project if switching to the settings tab off of the plugins tab
rider 2026.1, windows 11
rider was originally installed as 2025.1 via installer then upgraded to 2026.1 via Toolbox, uninstalled via Toolbox and installed again via Toolbox, a clean install was performed, it did not fix the issue
this is fully reproducible at every single rider start and it has made the IDE non-functional

I didn't create a YouTrack bug report believing that was only for premium subscriptions users and not also available to community edition. i might have misunderstood what the notice was about when uploading for support
but seems it was for the better to not take time away from the team as
in mean time since last week/post i have found the source of the trouble which was my network management suite was blocking requests to certain endpoints that the new 2026.1 was reaching out to, the network had been setup to allow the rider process and the rider backend to be whitelisted but seems 2026 is doing things slightly different that the network manager software did not like and blocked them, installing via toolbox as a test also caused the process to become unrecognized in said software and became a new separate process with new individual network options
i can confirm allowing the new endpoints it reaches and making sure the software is seeing the correct process resolved the issue consistently and as a note for anyone stumbling on this, installing via Toolbox can also cause plugins to install to a different location and depending on the software for the network it can cause the process of those plugins to be seen as different from the ones already registered before identically to the main issue with the software
