There is a difference between the local LLM and the AI Assistant as a service. Whenever you interact with that one a request is sent and Rider is transparent about this.

What is your intended use? To make screenshots a lot of tools support delayed capture. That is they take a screenshot after eg 5 seconds. That would be sufficient to show the tooltip.
